Cape Town tops list of SA’s most exclusive addresses

Cape Town may not be the financial epicentre of South Africa, but it continues to dominate the list of most exclusive addresses, and data provided by Lightstone Property has revealed that the Mother City lays claim to three of the five most elite addresses in the country.

This six bedroom house in Clifton, Cape Town, offers triple volume ceilings, two gas fireplaces, underfloor heating, air conditioning, a media room, wine cellar and an elevator. It is on the market for R85 million – click here to view.

This is according to Lew Geffen Sotheby’s International Realty CEO, Lew Geffen, who says this is because luxury property in Cape Town is still in high demand by foreign buyers who dominate the top-end of the market, and by South Africans wanting to live in a region with higher levels of basic service delivery.

According to the Lightstone research, the most expensive street in South Africa currently is Nettleton Road in Clifton, where the median price for houses is R27.1 million, followed by Glen Beach Road in Camps Bay with an average house price of just under R24 million. Head Road in Fresnaye takes fourth place with an average selling price of R21.44 million.

Sandhurst in Johannesburg scoops third and fifth places with a median sale price of just under R25 million in Coronation Road and R20.76 million in Rivonia Road.

Geffen says in the list of most expensive addresses in the Western Cape, not surprisingly, four of the five most pricey are situated on the sought-after Atlantic Seaboard, with fourth place taken by Eastcliff in Hermanus.

To determine the value of the streets, Lightstone uses a valuation model based on repeat sales and comparable sales which takes inflation indices and applies them to a property’s previous sale price to bring the historic purchase price to current value.

“The upswing on the Atlantic Seaboard started in 2002 when a property in Chilworth Road in Camps Bay sold for R23 million, but the demand for luxury homes began to peak 2008 when 13 properties in the R20 million plus price band changed hands to the combined value of R414.193 million,” says Geffen.

“In spite of the credit crunch which hit in 2008, property values on the Atlantic Seaboard have continued to grow exponentially and now it is not only home to the most trophy properties in South Africa, it also fetches the highest price per square metre.”

UK has world’s second-highest house prices beaten only by millionaire’s playground Monaco.

Researchers blame vested interests and the planning system for Britain’s ‘housing affordability crisis’, adding that our newly built homes are 40 per cent smaller than in comparable European countries.

House prices in Britain are the second highest in the world – behind only the millionaire’s playground of Monaco, a study reveals.

And newly built properties in Britain are about 40 per cent smaller than in similarly densely populated European countries.

The research shows that over the last 40 years house price growth in the UK has been faster than in any other major industrialised country, and has far outstripped earnings – causing a ‘housing affordability crisis’.

The home ownership rate has been in decline since the turn of the millennium, falling from 69.6 per cent in 2002 to 63.6 percent in 2013.

Extending the ‘right to buy’ policy from council tenants to those in housing association homes may halt this – but it would be likely to worsen the affordability crisis, adds the report.

Dr Christian Hilber, of the London School of Economics, said the cost of housing is a key concern of an ever increasing number of voters crammed into artificially limited space.

At the same time a lot of wealth lies in housing assets and there are many vested interests in keeping things this way – such as current home owners and private landlords.

However, politicians of all parties back away from major reforms out of fear of being demonised by the vested interests – relying on proposing policies to tackle the symptoms rather than the causes.

The report from the LSE’s Centre for Economic Performance (CEP) is one of a series of background briefings on key policy issues in next month’s general election.

It found that in 2014, UK house prices per square metre were the second highest in the world – topped only by Monaco and almost twice those in the US – with particularly high valuations in London and the South East where prices have soared away from the rest of the country since the 1970s.

Property prices in Greater London last year were 8.5 times more than earnings – compared to five times more for the UK as a whole.

Dr Hilber said the planning system is the main cause of the affordability crisis – especially in London and the South East. Despite population growth and rising real incomes building of new housing has been decreasing steadily since the 1970s leading to a substantial housing shortfall.

This means the main effect of policies that stimulate housing demand – such as Help-to-Buy – is to increase house prices rather than supply – meaning they are a waste of taxpayer money at best and harmful at worst.

A similar argument applies to property-related tax reforms. In supply-constrained areas higher taxes are capitalised into lower property prices.

The failure to revalue the council tax since 1992 and introduce effective property taxes has made the idea of a ‘mansion tax’ popular – and could reduce the prices of expensive houses, making them more affordable for wealthy would-be buyers.

The evidence also suggests that stamp duty land tax reduces household mobility. The resulting mismatch in the housing market worsens the affordability crisis.

The ‘bedroom tax’ is most likely to affect landlords who reduce rents to keep their tenants. This limits the potential to free up used space. It also has the potential to force tenants to relocate if there are shortages of smaller properties in some areas.

A local annual property tax with automatic annual revaluation could provide incentives to build new homes by generating local tax revenue that is tied to local development. This could help to reduce the chronic housing shortfall.

Dr Hilber said: “Research points clearly to the UK’s rigid planning system as the main cause of the housing affordability crisis.

“Demand-side policies such as Help-to-Buy don’t work in this setting because they merely increase house prices.

“The current property-related taxes are inefficient, especially the council tax and the stamp duty land tax.

"While the former is regressive and does not provide sufficient incentives to permit development at the local level, the latter hampers household mobility and generates distortions in the housing markets.

"Importantly it discourages downsizing of the elderly and upsizing of expanding young families.

“Solutions to the housing affordability crisis lie in a set of more supply-side friendly policies.

"But the obstacles to moving to such policies are vast since these policies antagonise vested interests, which appear to have been created in perpetuity.

“Yet the long-run consequences of political inaction – and the continuation of excessively low rates of new building – could prove socially explosive and economically traumatic.”

Cape Town property proving to be the best value for $1-million

CAPE TOWN – Cape Town may well be home to some of South Africa’s most expensive residential properties‚ but a swanky abode in the Mother City will still cost you less than a quarter of an apartment of similar size and quality in many other global property hot spots.

In Knight Frank’s 2014 Wealth Report‚ the British-based property group provides a global perspective of the property investment patterns of the ultrarich‚ and it showed that Monaco was still the world’s most expensive place to buy a luxury home.

Those who are keen to rub shoulders with Monaco’s rich and famous are prepared to fork out about $1m for a 15m² space‚ roughly a single garage’s size.

Cape Town buyers still get much more bang for their buck‚ where $1m will buy you a 215m² apartment in a top-end suburb.

Hong Kong‚ London‚ Singapore‚ Geneva‚ New York‚ Sydney and Paris also count among the world’s priciest real estate markets‚ according to Knight Frank.

While house prices were still falling in 29 markets last year‚ up from close to 40 in 2012‚ the main theme that emerges from our analysis is a widespread strengthening of values.

The Wealth Report‚ which compares the performance of 90 luxury housing markets worldwide‚ shows that global property markets are bouncing back as residential property regains popularity as an asset class among the world’s superwealthy.

This is particularly true for markets that have been hardest hit by the financial crises‚ including Dubai‚ Ireland and Spain.

About 20% of the 90 markets tracked by Knight Frank recorded double-digit house price growth last year‚ up from 15% in 2012.

“While house prices were still falling in 29 markets last year‚ up from close to 40 in 2012‚ the main theme that emerges from our analysis is a widespread strengthening of values‚” said Liam Bailey‚ Knight Frank’s global head of research.

Global wealth creation that keeps growing‚ particularly in emerging markets‚ has been a key driver of demand for big-ticket residential properties as investors increasingly target tangible assets in safe haven markets‚ Mr Bailey said.

Despite continued economic uncertainty in many countries‚ the number of ultrawealthy investors rose by 3% worldwide last year.

Well-heeled individuals with net assets of at least $30m increased by nearly 5,000 to more than 167,000 worldwide last year‚ Mr Bailey said.

“They will want to invest some of that wealth in prime property.”

While Asia’s growing domination of Knight Frank’s wealth rankings continues‚ the Middle East‚ Africa and Latin America are beginning to take the lead in terms of property investment.

The Indonesian city of Jakarta was the world’s best-performing housing market last year with average prices up a hefty 38%.

Bali‚ also in Indonesia‚ came in at third place with growth of 22%. New Zealand’s prime markets have also strengthened significantly.

The rebound in markets most affected by the downturn in 2008 continues.

In the United Arab Emirates‚ Dubai last year added 17% to its 2012 gain of 20%‚ while prices in Dublin in Ireland‚ after tentative rises in 2012‚ climbed 18% last year. Madrid has joined it as a key European market in recovery‚ with prices up 5%.

Mr Bailey expected the ultrarich to continue to increase their exposure to property this year‚ particularly through crossborder buying.

The housing markets likely to benefit most from investors’ grown appetite for residential bricks and mortar are the US‚ the UK‚ Germany‚ Austria‚ Dubai‚ Ireland‚ Italy‚ Spain and Portugal.

Cape Town is placed 51st in Knight Frank’s global growth rankings‚ with upper-end house prices in the Mother City rising by an average 0.2% last year.

It seems the city’s value proposition‚ particularly given recent rand weakness‚ has not gone unnoticed by international property buyers.

Estate agency Seeff reported a 50% uptick in sales to foreigners on Cape Town’s Atlantic seaboard and city bowl over the past 12 months.

Foreign buyers in the wealthy suburbs of Clifton‚ Bantry Bay‚ Fresnaye‚ Camps Bay and the V&A Waterfront now make up more than 30% of sales‚ said Seeff luxury market specialist Lance Cohen.

“Aside from UK and European buyers‚ we are seeing increased demand from African buyers as well as from the Middle and Far East‚ including the Chinese‚” he said.

Recent big-ticket sales in Cape Town include R55.86m for a luxury villa in Clifton Road in Clifton‚ R52.5m for a penthouse at the V&A Waterfront (Pinmore)‚ R34.5m for an apartment in Bantry Bay (The President)‚ R31m for a villa in Fresnaye (Ave Deauville) and R30m for a villa in Camps Bay (Theresa Ave).
